Using some simple math and the speed formula I worked out that it doesn't matter what the weapon speed on your weapon is, at Master Fencer your spd is 1.
Formula:
(100-90/100)*WS = Attack speed
Now I worked out that for an attack speed of 1 I need a weapon speed of <10.
WS= 1*(100/10) = 10
Does this sound right and if it is do I want damage slices on my weapons?

There is a webste that does the calculations for you... but yeah unless the weapon speed is over 4 seconds you basically cap. I always hope for a damage slice. I think the website is www.killyourpc.org/swg hope that helps
