Someone might want to equip it for warcry and then switch to something else... those stats are pretty horrid otherwise.

I personally don't think the +9 is valuable enough to compensate for the other stats. As mentioned you could technically have it equipped to try and land your warcry then switch to another weapon but it's not worth the time to me.

the mind HAM there is pretty nice, otherwise bio enhanced clothes will let you pretty much always land warcry

Useless weapon coz you can get BE clothes with Bonus to Warcry. Maybe nice for collector though
