the only clothing and armor attachment with DAMAGE skill enhancers that WORK are unarmed. The rest (i.e. polearm, one-handed, and two-handed) damage skill attachments DON'T work. Unless they (secretly) changed that in pub 18.

are they ever going to fix them? I bought a few CA/AAs before the CU it, and now many don't work...

There hasn't been any talk about fixing them right now but they know about the problem.

(note: Some dont work, others are bug'ed)
not working:
afaik: If you cant get mods via skill-boxes (unarmed damage, Terrain nego, Accuracy, Speed,...) the SEA wont work.
Examples: With skill-boxes in any combat skill you will receive speed andaccuracy. Thats a case where SEA should work. If you dont get any mods (intimidate Post-CU) The SEA will add mods but they dont effect you. (Pre-CU intimidate added mods to enhance the chance to "stick". Now items/SEAs will still add a mod but dont have a effect)
bug'ed:
You would need to test SEA that should work in order to figure out if they are working or not.
