The best batons are generally made from Acklay bones, though some of the really insane ones are looted as stun batons. You could probably expect to pay 10m for a 500 max baton. As for the resources, try SWGcraft.com, or perhaps the weaponsmith boards.

Server prices vary aswell. I would definately ask on the weaponsmith boards.
