Its kind a contested question, some people say they do some say they don't and since like all SEA mods you can onlyhave a max of +25 it is hard to prove. Personally I have a few but if they help i couldn't really say. And the devs have never said anything, but then SEAs are pretty messed up, half of the skill mods you find are for stuff that was removed in beta.
