Fencer Archive

I am currently looking at purchasing a tape with +9 1-handed weapon counterattack AA.From what i have read it seems like this attachment is of no value. There is no skill mod given to fencer that this can add to and i assume it's like the rifle crawl speed tapes out there...comnpletely useless. Any help with this would be great.
