...these rare and expensive Acklay Stun Batons always are speedsliced? 
bought some for 600k - 1.2 Mil...every single one was speedsliced

they are speed sliced so you can kick ass but if you dot want em speed sliced i guess you should go to the acklay cave and spend alot of time killing acklays until you have the bones you want then find a master weapon smith to make you a stun baton with full experimental value and then find a master smug and get it slcied in anyway you want. note:that you want the weapon smith to make your baton with i think high conduct and high OQ at least at 999 its hrd but it will be worth it

Its completly random on value and speed/damage slice.
someone did a study of like 6k slices, and it proved to be PERFECTLY random ( I think there was a flux of .02% or somewhat, virtually nothing)

even so...a friend of mine got 9 acklay stun batons sliced, and every single one of them were speed sliced

That bites, but I had 9 bones, made a shcem (was an amazing success) and ran off 8 stun bats.
Every one of em dmg, topping out at 292 recently=)

Dont feel bad, I have had worse luck then anyone else on slicing, I assure you.
Ever seen a 3 million suit of 80% kinetic comp?
Thats how much I ended up spending getting the slices i needed at the time, lol,
