This is more a personal question than anything else...but, I haven't been able to log into the Test-Center recently, but I wanted to know, in the later stages, what the Fencer's special attacks were classified as.
To make myself clearer; a player whom is a Master Smuggler and Master BH, may run into the problem of having specials that are "overcharger" classes
Would Someone Run into a problem using specials if they were both a Master Fencer and Master Smuggler?

I haven't been on TC but I really can't see how they would. Smugglers use ranged specials, fencers use melee. There should be no overlap between the two imo.

So the wind up and cool down timers on the novice brawler to One-handed 4 are pretty short they are all ready to be used again right away. But as I went up and got the tier 4 skills I noticed the action special ability pool is beeing used alot more so when your first starting out it seems as if you can still "spam" the same attack over and over but as I got higher level I noticed I couldn't do that I had to think about what attack would have to be used next.
It should be interesting, can't wait til this low level testing is done. The xp rate is up now on TC so leveling isn't a big problem at all now, it almost seems TOO fast. 1 dwarf nuna will get you a box 1 when it should be more like 4-7 kills to get your first box I think.

One other thing I forgot about the 2nd part of your post.
About beeing stuck in a cool down time since your specials have longer delays, the nice thing is that you can set your auto attack to ANY special so you can set your auto attack to a low action usage short cool down timer and then just tap the higher wind up/cool down moves.

Currently Also, you can chain attacks which are availible if you hit the button for the slot you have it in right after the action has completed. So you can...
/meleehit
/lunge
/meleestrike
/meleebleed
all in one round (round as defined by a span of a few seconds being as fast as you can actually get those attacks off... which isn't instantaneously)
But the drawback is that you loose all the action cost for all those moves fast without giving the pool any time to regenerate... call it an alpha strike, because it does allow you to put your eggs in one basket, but it does leave you with less availible pool.
And while these 4 moves refresh fairly fast and you can do it consecutivly I gaurentee Fencer tree moves will have a longer delay. But then you will have more melee and one handed speed to compensate, and Fencer weapons as are on the frogs are all between 2 and 2.5 speed. Which does make them fast weapons.
It all comes down to choices... play conservativly or all out... there are positives and negatives to each.
