did u not read what he said? Victor doesnt give it to u, get Victor in office and go and manage to loot the Rare Bones, then u vote Sean in office and he spawns all these merchants, u give one of the merchants the Bones and u MIGHT get the mace, no one is sure yet cause no one has done it. but i plan on runnin this test so ill let u know

The tuskan that rarely spawns, is the Tuskan King, and as far as I know, that quest is broken. He would spawn north of Jabbas at the tuskan bunker only after you took the mission for him, ive looked and can't find the mission now. But I don't think this has anything to do with mace. This was a tuskan bunker spawn only, and yeah, he was tough.

1) the tusken king is no where near the level of an executioner or anyone else. he uses a lame gaffi and a lame rifle like all other tuskens, but he has like 50k HAM. He spawns in both the tusken village and tusken bunker and no, you don't need a mission for him.
i'm a swordsman, i know my pve creatures 
hope you guys do figure out a way to get this thing. it's just too bad a fencer has no chance of getting it by himself. likely a swordsman, rifleman, teras kasi, or jedi will loot the bones and charge a bajillion creds for them lol.

He has near 30k HAM, unless they have changed it.
Piece of cake for any elite combat prof, yes including fencer.
But my guess is that he has nothing to do with the mace.

there are kinda 2 diff convos goin on in this thread, the one about the mace and the one about the king, neither of which have ne thing to do with each other cept for Tatooine and that means nuthin.... i dont think. I am trying to make sure Victor wins this election on Scylla, also i am trying to find the Tusken King spawns, but doing those between grinding 2 characters and runnin a money maker, doenst leave much free time. I have most of my guild voting and do what they can. BTW does anyone know if there is a way to make sure u get the bones? or is just again a random loot that u get off the NPC?

ok did vote for victor and took out the tusken executioner and brought head back to him and got the lithu rifle but sh said if he won election i would get another reward for my loyalty thats all i know

No one to my knowledge has even gotten the bones.
Heres the possibilites:
-Extremely rare loot from high HAMing tuskens(rare as holocrons used to be)
-^ perhaps the loot is broken

Apparently the high end tuskens like to hang out together. You can loot one of the following off of an Executioner (most likely), Observer, Witch doctor:
Tusken Head: Apparently gets you the lithitanium rifle
Smooth Stone: Apparently gets you lithitanium carbine
Tusken Bones: Theoretically will get you the Junti mace.
Why don;'t I think they get you a Lithitanium pistol? The DE-10 I think is the high end pistol and you can only get that in DWB. I couldn't think of a harder place to put it. Could you?
My theory falls in line with minerunners hints
1) It is a multi-step process
2) Like he said, even if you do everything you need to do to get this you still may not get it. Loot drops are random. You may not loot the Bones.
3) It is linked to the Bestine election.
Thedrop rate for the Bones may be bugged. Thator enough people haven't done victors questfor the odds to work themselves out.

i am trying to vote in Sean now and i will do the sean missions to see what i can do with it. I have a doc/pikeman who will go deal with the tuskans when needed.

and I thought Id be able to get get a cool weapon without being a millionaire/insane grinder.
Though it is good to have a genuinely hard to weapon. (even if its because of a bug)
