No. Slightly slower. A standard re-core has a negative value. This means that whatever speed the final weapon is experimented to, the value of the re-core is subtracted. Since the bones have a zero speed, theymake the weapon slower than one which uses a standard re-core.

Ackaly bones that have reversed stats and used in weapons where the min damage winds up higher than the max damage are suppose to be reported.
The bones you looted arefine. They will work great in gaffi sticks and stun batons.
The damage on the bones is too low to over come the speed penalty if used in a power hammer though.

Also, just want you to know, if you get Acklay Bones with minimum damage higher than max damage, just drop the bones in a house and and fill out a CSR ticket. A CSR will come and reverse the stats for you. It's currently illegal to use bones with min > max damage.

The bugged bones dont drop anymore, if you have a previous set of bones with min dmgbug or a weapon made with the bugged bones you open a CSR.

.6 speed penalty, and its illegal to use weapons with min>max not bones, as long as the bones craft a weapon that still has a min<max they are ok....(assuming its fairly acceptable, no black and white ruling on this, but 1 point lower than max probably isnt going to cut it)

I have a rather noobish question, so please bear with me. I am looking to make an ackley stun baton with around 300+ max damage. How good of bones do I need to accompish this?

Acklay Bones: For acklay bones, they replace reinforcement cores: They can be used in Power Hammers, Stun Batons, and Gaderiffi Batons.
To find potential stats, take your WSs stats for the normal weapon, subtract the stats of their reinforcement cores and then add the stats on the bones. For bones you get better damage, worse speed, worse range, better ham.
So approximate stats for a stun baton with good resources will be: (49+boneMinDamage)-(92+boneMaxDamage), 3.1 spd, 2.7% wc, -2/-2/-2 ranges, 8/39/34 ham, 930 Cond
example: 104 min / 108 max bones will get you 153-200 damage
