Also consider... because mind pool can't be healed, mind pool damaging attacks are going to be the 'bread and butter' of PvP in a 75% damage reduction world.
Now I guess you could say that everyone who wants to PvP should therefore pick TKA, Swordsman, Rifleman, or Bounty Hunter for their profession, but I think it would be better to preserve the viability of all the other combat classes by giving them head attacks, than expect people to switch to a mind damage setup in order to compete in PvP. It only takes basic medic to use Stim B's that can heal your health and action pools for 300-700 depending on quality and whether or not you get additional medic skills.

if everyone class was to have some kind of mind attack, then this game will be very unbalanced, in the sense that rifles will be obselete (as stated b4) and healers wont be of much use anymore. we're are not just talking about dmg, or wounds etc., thats a given(heck its alrdy unequal) but to have professions just completely dropped because they are simply inefficient and not up to par with the main stream classes is just a shame and will make the game very boring very fast. sure we want equality, but u just cant have it, because not everything or everyone will cooperate completely. instead, maybe let the healers have some kind of mind tonic to heal the mind dmg (not wound--for the entertainers ofcourse) thus making the medics/docs more valuable in a group etc. just a thought.
