Am I mistaken, or is this true. If so, it ought to be looked into.

You're not mistaken, and it's intentional. In early beta, bandflourish gave XP to everyone, but the result was 10 person bands with 1 person bandflourishing and 9 people AFK.

If somebody keeps spamming the bandflourish to an unreasonable extent, you can turn it off for yourself, so that your own flourishes won't be overriden.

Of course, AFK macroing mitigates the impact of bandflourish group split XP

But for now, just coordinate your Flourishes. It's easy to time them to match up.
