I noticed something that was added and not mentioned last night quite by accident. I decided to change instruments in the middle of song and get the message "You must wait 12 seconds before entertaining again."
Why, oh why, was this added? This is going to create big problems when someone accidently clicksand moves during a performance and stops playing. I can't think of a single reason for it. Anyone have any ideas?

It's to fix not one but two exploits involving rapidly stopping and starting. It's been discussed in the dancer and musician forums a bit over the past week-ish. However you are correct that it wasn't announced anywhere, which was perhaps rather unfortunate.
I knew it would have an effect on performances, but couldn't think of any examples. It wasn't until the day of the patch when I started to think of some of my routines, and I realized a few of them won't work anymore. Others quickly piped up with similar stories of routines they can't do anymore.
I am sure it won't stifle creativity. Creative people such as yourself will find ways to deal with it I'm sure. However, it is something I would like to see changed. Short term I don't see it removed, unfortunately. The underlying problem that was exploitable needs to be fixed first. While I would like to see that happen, right now I'm looking more short term. I'm going to try and press that the rules are changed to 15 seconds between starts, not 15 seconds after stopping. That will ease it some. I know it won't take care of everything, but at least it will help.

I'm obviously not up on my exploits since I don't use them. It's such a pain that the few can so readily ruin things for the many. *sigh* Thank you for the insight.
I tried some of my dancer routines and found that they still work at least - so long as you use /changedance or /changeband. Just can't stop dancing/playing and restart.

Yep. The real killer is people who want to switch from music to dance or dance to music in the middle of a routine. Or if a singer wants to control the band without playing music or dancing, or any number of other things. But there is still a lot that can be done.
