1) Can a Preformer Buff Be done in a Players house?
2) If they can be done in a Players house could they do it in that house if it is declared Public?
3) If they can't be done in Public Players Homes, how much does a Player Crafted Cantina use in Lots?

Yes, public or private, it doesn't matter.

A lot of lots. Like 6.
Do NOT use this information to create a buffbot. If you do, the Entertainer gods will rain down plagues and pestilence on you and your offspring for generations to come.

Cantinas are 5 lots. And I had the buffbot alarm going off non-stop when I saw this thread as well.
Locusts. We'll send locusts if you make a buffbot. And a plague of durnis. I don't mean like a spawn of durnis, I mean like hundreds of thousands of them. Breeding like mad. Wonders if Pex might just help us out here with the durnis against the buffbot houses...

Personally my favorite establishment for performances has always been the Tatooine PA hall, but that weighs in at 7 lots.

Oooh yeah those are nice. Seven lots is a lot, but it's the lowest number of lots of any PA hall (the others are 8 or 9 I think). And the Tat PA Hall is so groovy, with the whole sexy sunken living room area....

Not interested in Buff Bots, just interested in owning an establishment where buffs can take place. Also in an establishment where the good ol days of socializing are recreated, but it's a little more then just a Cantina.

Sounds fun! Glad to hear it's not a bot-type thing!
And yes... non-Tatooine guildhalls eat 9 lots and can still hold only 250 items total. Don't remind me of why I can't have a proper wardrobe... /shudder

Mkay, given: I'm evil. I personally prefer to do the mechanics of fatigue/mind wound healing and performance enhancements in a player structure Med Center, because of the slow heal-over-time for all wounds (including mind). I almost never get the opportunity, though. I hate so much the single-minded fixation on Cantinas. I don't go into public ones if I can help it; I operate out of hotels in NPC cities.
But yes, Tatooinian architecture is fantastically cool with the sunken areas. Love it.
To answer the original question, performance enhancements can be applied in the following:
- Any player structure of any kind
- Hotels
- Cantinas
- Taverns
- Guild Hall Theaters
- Scout Camps of any type
Of those, the scout camp doesn't allow for fatigue healing. And the player structure cantinas are 5 lots. Player structure theaters are 3 lots, but the only place you can heal/enhance is in the backstage area.
The privacy setting of the structure doesn't matter.
