It happens all the time. That is what OVERT means. It means any Imperial can tell you are part of the rebellion just by looking at you. If that bothers you then go covert. On the other hand, you can attack overt imperial players.

Maybe you should practice a bit more. You must've been really bad to get shot.

Yup, Overt=never safe.
AFK, playing, crafting, banking, bazaaring....it doesn't matter, you're still overt.

Only be overt in the cantina if you
A) have a gun in your hand and are watching the radar or
B) have a group of overt body guards willing to keep an eye on the radar while you shake it for daddy.
I, a weakling female twi'lek with admittedly no business holding any weapon, was overt in the Coronet Cantina once. This was before the BK Imperial takeover of our fare city. There were a few solo Imperials whipping out their pokemon cause they had like one or two more badges left before they could enter the tournament. A group of us musicians all went overt and chased these two Imperials out, I think it was Ashe and Brock I forget the names. . .
Well, being weaklings we all got incapped by the digimon.
I was hanging at the back and didn't get incapped but the guys moved on to go play Quidditch or something, maybe they didn't know i was still alive and overt. who knows. Probably to heal up.
I went back in to play and my buddies all came back but now i'm the only red dot on radar for whichever Imperials walk by. So, surprise, some imperial hired gun ran straight in the door and fired about six shots at me. I had enough time to yell "little help here" before I was flat on my back. He then killed me right there and ran back out the door. I barely caught his name.
However, the rebels in the area were in greater force back then and they witnessed this imperial atrocity (the killing of "rebelious" non-combatants) and hunted the imperial dog down and shot him in the street. Paybacks I guess.
I learned my lesson, so thanks you nameless nerve-stapled imperial drone.
Now I fight only with my love and affection.
