Yes they are enhancements players sell so you have to buy them. You can see a "buff" window on your screen that shows any buffs currently applied.

Entertainer buffs work by performing. Currently they do not require the purchase or use of any physical resources. Many entertainers ask for payment for applying the buff to a player (though with the existence of buffbots, this has been hard to do).
There are good FAQs on buffs, I imagine on each of the dancer, entertainer, and musician boards, but I happen to know that the musician board one is pretty informative.

Unless you are human with all of your attribute flexibility spent in Quickness, Stamina & Action (in that order) you may want to visit a doctor in order to play an instrument or dance without having to stop for rest breaks. You can also 'buff' your action-related stats with a drink called Accarragm, made by Chefs. There is a food called Scrimpi that adds to Quickness, but apparently it's never made due to the required ingredients.
If you were to offer 'buffs' as a Dancer or Musician, people would (optimally) buy them from you. In order to be able to apply a buff of reasonable strength so that the service you're offering is worthwhile to a patron, it would be best if you waited until you were either a Dazzler/Virtuoso (4-0-0-0) or Master Dancer/Musician.
