I do think there should be a bulletin board of some kind where local vendors could advertise. Although I was thinking it should be part of the bazaar terminals and I don't really see a need for a player to be involved in overseeing it...

I don't think a player should supervise it on the static cities. Generic content for articles in those 'zines. But I think an option for player cities to have a player 'cine would help if we could get the "Publisher" ability/skill.

Advertising works, but right now its mostly:

1: Put objects on the bazaar hoping people will read them
2: stand around busy places and macro a spam advert
3: pray people find you on the vendor section of the planet map.

#3 doesn't work if you have a soft service to sell, like doctor or entertainer buffing, hunting services, etc.

You forgot 4. Name a droid "GoBuyMyStuffSendTellForOrders" and have it patrol the city.

But my smile still stays on

Never seen that one in action, but it probably would be less annoying and more effective than the shout spam

Only mildly less annoying. There of course is also the creature variant of this, popular outside Coronet. The small cute animal/mouse droid is also popular among entertainers, named "DontForgetToTip". Those bug me about as much as tip beggers do. They don't cause spatial spam, but they make noise. Constantly.

In one word. Publisher.

Specifically, newspaper publisher.

Predicated around my idea that cities should have newspapers. The core idea is that all regular cities should have a newspaper/ezine/etc that can only be accessed locally. Possibly with a worldwide 'zine. These 'zines should ideally have generic articles and possibly user submitted content, but mainly be a place for people to pay small fees for a short (or long) term ad in the form of classified ads. This would let people advertise soft services (like Image Design, Gun for hire for hunt, etc) or real goods (like advertising your vendor) on a local basis.

Building out of this, if the entertainer class (or another if one is better suited) had 'zine publishing, they could craft (cheaply) readers that people could buy to access their 'zine. Maybe with the option of charging a few credits to read or more for a time length subscription.

This would let the publisher approve articles (users could submit them via the reader) and ads for fee. This would let them earn money, contribute more to the game and give a good service.

Tie this together with letting publishers be designated as official publisher of user cities by the city mayor, and we could have a very good method of getting information out, pulling people into the game better, building the user community and bringing that community closer together.

The forums here are nice and all, but don't integrate with the game, and don't contribute some of these vital services.
