Novice Dancer/musician - although at that level they are tiny. The left hand line in both skills increases the buff amount to I believe 80%. Mastering then adds 20%.

It's actually +75% at Techniques IV (the buffing line), and 100% at Master.
A +25% buff is available at Techniques I. I'm not certain what novice gives you, but I have a feeling that it's +10%. All buffs are available for a maximum of 2 hours at each level.

The left most line is technique. 
Dancer or musician 0xxx grants 10%, 1xxx grants 20%, 2xxx grants 30%, 3xxx grants 50%, 4xxx grants 75% and master grants 100%. With +25 in mind enhancement skill tapes that becomes 35%, 45%, 55%, 75%, 100% and 125%.
Theoretically buffing registered in a factionally aligned base grants an additional +25%, but that doesn't work by all accounts.
