Reply, depends on a variety of things...
Have you mastered?
If you've mastered flourish time is whatever allows you to look/sound good while not draining to much action. If you haven't mastered...
Are you a dancer or musician?
You'll want to have 2 flourishes every tick (10 seconds) for musician and 1 flourish every tick for dance.
And it isquite amusingto see that people are finally realizing that AFK oriented questions shouldn't be asked here. Keep up the jokes and live entertainment.

You really have to time this on the amount of xp you are getting per flourish and the amount of action you have to burn.
For example, I have a Mon Cal with very low action stats so she burns up action very quickly. At my first level I played around with my macro until I knew how long it would take for her xp to tick from 4 to 0 and that was the pause I used. When she went up a level and started getting more xp I lengthened the pause. On that character I was a musician however, so I only lengthened the pause until the point where I couldn't stand the length of time spent listening to music with no flourishes. A very fine line (grin).
On the other hand I have a Rodian dancer with maxxed action (they have very fine action stats) and she can flo the entertainer level dances constantly with barely any action loss. Since she is a dancer I time my macro soley on how long it generally takes for a flourish to complete. Unlike musician flos, dancer flos dont seem to "stack." The short pause time usually means she will only get in one or two xp ticks - keeping the xp always at the highest level and maximizing the xp per time spent.
I would start at a pause of 15 seconds to begin with, and adjust that according to how much action you are loosing.
Have fun!
Edit: I forgot to mention the other reason why the Mon Cal burns action so quick is, like Doasa mentiond, because she does two flos back-to-back whereas the dancer only needs to do one.

I go with a 5 second pause pretty much always, and try to stay quickness buffed or drink Accaragm when i need it.
Without buffs, yeah do what's already been said lol.
Start with 15 seconds and reduce time from there based on how quickly your action goes. Usually only takes a few go arounds to see how long you'll have to wait before flourishing again.

my pause is 4 so it sounds solid and the base song never comes through
