Thread: Are mind buffs in the game yet?

And at what point can the entertainer give them? And how are they given? Is there a special entertainer command to start buffing mind?

Yes they are, but it's not an entertainer skill, it's a skill that you get at Novice Dancer and Novice Musician. They are given in one of two ways:
Be grouped with the people you want to buff. The buff duration accumulates slower than the second method, but allows you to buff more than one person.
or
Target your buff-ee and do the /setperform command. Or /setperform [name] (doesn't requireyou totarget them).
Check out the dancer forum for a pretty good guide to the buff (it also applies to Musicians, just affecting different stats).
