You need to expand the Guild Hall list on the world map, and under there you'll see a seperate listing for Theaters. These are the big, glamorous NPC static city theaters you're after, and have the Theater Manager in back to talk to about the quests.
When /register was fixed, I started asking if we could get the static city theaters moved out of the Guild Hall section and listed instead under the top-level Theaters section, as I thought that would be a much more intuitive place for players to find them. I have no idea how involved a "fix"/change this would be (it seems easy enough, but just because it seems easy doesn't necessarily make it so), but I thought that it would help alleviate a lot of player confusion surrounding searching for these. Who knows... if they were easier to locate on the world map, perhaps more people would start using these great rooms?

I used to get very confused by their failure to show up under "Theater", too.
Everything else would be pretty unfair. 
I'll be doing it in 24h now.

Yes, it's possible. Did it a while ago.
Recommend you do Music first, it's the least buggy...
