The cantina is boring because the LAMErs make it so.
When there is a group of entertainers all live and at-keyboard, then you can interact with each other and even if no one comes in to get healed for hours it can still be a LOT of fun.
But if you are the only "live" person and everyone else is AFK, then you can't do that, and then the cantina becomes boring.
The easiest way to prevent people from getting bored of the cantina is to GET RID of the LAMErs.

Guys, Kaadara is on Naboo. It's only a 250 cr shuttle hop to Theed. On most servers Theed is packed with entertainers. Just get on a shuttle and go there. You don't have to stay in Kaadara and wait for entertainers to come to you.
Again, use ctrl-V. You'll see a list for cantinas on the right side of the map. Starred ones are "manned" by a musician or a dancer (or both, or more than that). Just go to one of those places using a shuttle for a few credits.
If you know your city is not very active on your server, and you just sit there anyway waiting for entertainers to come to you, never moving from that city, then really you have no one to blame but yourself.
Or you can hire people. On my server I know an entertainer who was hired to go to Endor. There were a lot of people on Endor and they didn't want to have to keep leaving to go to Naboo or Corellia or something. So they sent one of their number to Naboo, and he ran into my friend. He asked her if she would come to Endor and play. He guaranteed good tips and round-trip spacefare. She went for the weekend. She made like 100K for the weekend, got a free trip out of it, got to see Endor, and when they found out she had nearly mastered Marksman she even got to go hunting with them and see the cool, nasty monsters on Endor (she was the only one, ironically, who didn't get killed even once). Everyone benefitted.
See how it works? Rather than just sitting there on Endor bemoaning the fact that there were no performers there, they got up and did something about it.
And it's even easier on Naboo. Most dancers would not bother to ask for shuttle fare from Moenia to Kaadara because it's so cheap. Send a /tell and promise a good tip (and DELIVER -- I had someone stiff me once and now I am a bit wary). Lots of dancers and musicians will be happy to move around on their same planet if they know there is a crowd to play to.
