Incorrect, only DEFENSIVE stats cap at +125, these are crafting stats.

Then why aren't there 14 point crafters running around?
All stats cap at 125, no matter what. Your dispay does not reflect this for combat or any other stat - for instance, I can put on a ton of BE clothing that gives me +160 wound treatment and that is what will display on my skill set (ctrl-S), but the system will not recognize anything above +125. The display is misleading because it doesn't reflect the caps.
BTW, the actual cap is 125, but since you need 10 points of +experimentation to get 1 experimentation point, the practical cap is 120 (the extra 5 is useless since it can never reach 130 in order to get 13 points). So it's useless to put together a suit that has any more than +20 (for a Master of course).

Because only ARTISAN EXPERIMENTATION is +15 for Humans. No other craft gets a bonus like that by race (experimentation).
There ARE 14 Point Artisans....
But does anyone care?
No, they don't make anything that really matters with experimentation.
