Did you put 3 combat modules in the combat cluster? the combat cluster doesn't actually add any combat abilities to the droids, it's just a "socket custer that can be put into a combat droid". The BIG thing you need is the experimentation, that's the only way you're really going to get a high value with most of the new modules. Without the experimentation points, you're basically left with whatever numbers the raw resources gave you. If you're using good resources, that should be somewhere around 20-30%, but that's still far below the 80-100% that will give you modules with combat raitings of 90+. Work on getting those experimentation points, and you'll start seeing a lot better end stats on your modules.
