From what i originaly heard somewhere when it was first anounced, that they were to be player made. But with all the CU stuff and the release of episode 3 everybody wanted the new expansion to coincide with the new movie. In order to do this both the cu and the RotW were quick fixed in order to make it to live in time.

So most probably if they had a extra month or so to code everything, most of the stuff they interduced would have been craftable.
