Press ctrl-P, goto search, select Droid Engineer and see if anyone is on. Most likely they will train you just to get the app xp.

Look in the University or Commerce Guild, I forget which one.

Go to the guild hall facing the Med center, it is on the East side I believe. He is in there, in the back, SE room.

there is one in every university. hit ctrl-v select "university" from the menu on the right of the map window and each of those has a DE trainer in it. There are other DE trainers in rare and obscure places, but there is always one in every university.
