This method is to prevent players from using combat droids to grind Combat XP. If player recieved full XP from killing with their combat droids, people would gain CL faster than intended.
The use of a combat droid is to kill things it's owner can't kill. Basically for those crafters and entertainers who have no combat skills and don't care if they get XP or not.

Mine saves me the hassle of logging in a combat alt to clear mobs from around my harvestors. Being CL 1 I'm ina world of hassle without "Helpme" to kill mobs.
Thereby eliminating the vast majority of our market as I think that everyone can agree that the majority of players are combat oriented in some fashion? How does this benefit anyone involved??

I have a level 61 and climbing combatant that I use my droid with. The droid is a medical/harvester/trapper/storage and combat droid rolled into one. With its help I have been able to beat creatures a few levels above me which I wouldn't be able to do without its help.
So not only crafters benefit from the droid. Combatants do too. They just have to realise they have the choice of trying to fight without it to get max xp and possibly failing or fighting with the droid and succeeding. If it takes me3 guaranteed CL65 kills with the droid to get the same XP as5 possible CL55 kills solo I know what I would rather do.
You could say that the droids aid solo combatants to play the game their way. Some people prefer to fight alone regardless of xp gathering speed.
I guess its a subject that has different viewpoints depending on how people play.
Unfortunately alot of players use these droids not only for combat, but also for medical purposes, harvesting ect.
What about these players that use those droids for non-combat reasons? I know quite a few people that are healers in a group and have there surigical droid out for the benefit it gives them
As I sayed, its just something else to put negativety on the droids, the profession is hurting enough.

Well... then you're not talking about combat droids. Combat droids may be controversial to some, but we doctors love our medical droids, and (when they're working) the entertainer effects droids are cool, pilots always want an astromech, etc.
Last night, I went AFK for a bit in Kashyyyk with my trusty R2 at my side. When I came back, I was surrounded by dead Wookiee freedom fighters -- and an R2 at half-health. He took out at least 4 or 5 on his own, keeping me from getting killed when I wasn't around (they must have respawned from someone else's attack before I got there).

The xp reduction is only in combat, and only when the droid is doing damage.
And to be fair - if the droid is doing the damage - why should the character get the xp? It's not like they are learning anything by watching a droid hit a creature...
I do sell multiuse combat/medic droids - these seem popular
