Personally, I would find them worthwhile. Not to the same expense as say, Armour or Weapons, but they are nice.
As for effect, it is what it says. It helps for the experimentation of the part or droid crafting in question.

Does extra experimentation affect the power on boom boom droids, or do you normally max those without the exp?

Just a little tip:
It's not polite to shout at those you are hoping to have help you. Posting in all caps(even just in the title)in generally considered yelling.
Not trying to be a forum nazi here, but simply pointing something out that you may not be aware of. 
Anyway, to answer the question, yes and no. They generally aren't worth what AS or WS tapes are worth, and they tend to be worth less than people sell them for, but they do help.
