Ok, some of you wanted to see what my proposal looks like fleshed out, so here it is. Everyone starts out with a CL +10 just like we have now.

Intermediate Droid Production - No Change
Advanced Droid Production - CL +2
Expert Droid Production - CL +3
Master Droid production - CL +5

Intermediate Droid Construction Techniques - NC
Advanced Droid Construction Techniques - CL +2
Expert Droid Construction Techniques - CL +3 / +1 Droid
Master Droid Construction Techniques - CL +5

Intermediate Droid Refinement - NC
Advanced Droid Refinement - CL +2
Expert Droid Refinement - CL +3
Master Droid Refinement - CL +5

Intermediate Droid Blueprints - NC
Advanced Droid Blueprints - CL +2
Expert Droid Blueprints - CL +3
Master Droid Blueprints - CL +5

Master Droid Engineer - CL +10 / +1 Droid

I'm imagining 3 new schematics for combat droids. One each at Expert and Master Blueprints and one (probably Droideka or IG-88) at MDE. We would get "Combat Module 1-6" at the same place we have the other modules now. Each would give you a CL +10, the droids would only take one (so no stacking) and experimentation can raise/lower them 1-2 points.

At Master DE you would be able to have up to 3 droids combined at a CL of 60 (3 20's for instance). Also, by keeping the CL increases out of the lower two blocks, this stops the dabblers from coming in to grab the "low-hanging fruit". At the Advanced (2-2-2-2) level, you'd get CL18 or a Level 2 module with some experimentation on it. Expert (3-3-3-3) would give you CL30 and Master (4-4-4-4) would give you CL50.

This will allow high-level combat droids into the game, but at the same time, it will keep the dabblers and "template chasers" from being able to use this addition as a big bonus. The CL cap would be shared across the CH tree so that if you are a CH/DE you can still only call up to your max level of either droid or pet. It would have to be a cap instead of being just a shared cert or a CH would be able to use droids without being a DE.

How would this keep a DE from using CL60 creatures?

The certs are different, but the cap is shared across both. Just as a CH couldn't us a droid they weren't certed for, a DE wouldn't be able to use a creature they weren't certed for.
