devs can the droid components be moved from master artisan to droid eng skill boxes

What components are you talking about? EM modules? GP modules, etc.? These are Master Artisan items because more than one artisan profession uses them. Architects use EMs, GPs, and power conditioners as much as DEs do, if not more.
