How do I change the name on a droid that has a geeky chips.. I can change name on the other droids without a personality chips.. anyone got any clue?

It cannot be done.

When the radial menu item was changed from 'program' to 'converse' (many moons ago) the ability was lost.

Taking a well-deserved vacation from his successful Droid Engineering business, Master Rho can be found puttering around the galaxy.

storage doesn't work either with the converse droids right? I can't get it to work... double-checking...

Correct.

Repair doesn't work with LE repair droids, either.

Storage fails to work in surgical droids. I believe it does work in advanced protocols though. No idea on LE repair droids.

Storage works on LE Repair droids and Protocol droids. The only conversation droids storage does not work with are Surgical and Advanced Surgical droids

I should add that I have an LE Repair droid with storage, soley for the purpose of hauling around Probes, Seekers, and Batteries, so I know that works and I build protocol droids with storage on a fairly common basis for the more wealthy crafters (crafting module/storage 6) so I would know if that wasn't working.
