I bought a combat R5 droid and as of late he does nothing for me other than take up space in my Datapad.
I was wondering if it could be reprogrammed into a harvesting droid? Or is it once they are made they cant be reprogramed? Thnx.

No, the abilities of a droid are based on the modules that are put into it at the time of crafting. So a harv droid has scout harvest modules while a combat droid has a different set of modules.
Reprogramming is just giving different commands which you use in /say or /tellpet to get the droid to do a certain action. (dependent upon the modules of a droid - they determine some extra commands you can use)
If the droid isn't doing anything for you, perhaps you should recharge it and make sure that you are giving it the right verbal command to do an attack or to follow or guard you.

Examining it in the data pad should say what capabilities it has also
