What is he highest selfrepair stats possible in a droid, and what does it take to achieve it?

If you're talking about the Auto Repair Module, the absolute maximum is 25 per module, however typically most Droid Engineers will only be able to produce a module with a 23 rating, with a few rare occasions of a 24 rated module.
