from what I've been able to determine they increase the complexity rating of the droid, which makes it take longer to craft, be more likely to fail, and cost more to insure (once that is in effect at least). I found that I failed much more often when making the most recent droids I had when I had one of these at +3. I DO NOT recommend using them.
As far as the droid speed, that is a bounty hunter skill involving seeker and tracker droids.

I just want to know why my belt with +25 droid experimentation (have no clue how it got that high, bought it off someone) doesn't seem to help me, my only though is because I don't have any experimentation skill to begin with.

Thanks to Ackis for the info on Droid Complexity. The Droid Complexity +1 I got seems stupid now that the devs would put in a skill enhancer that doesnt enhance your skills

5k creds down the drain. I will just destroy it so no one else gets dupped into buying things like this.

Bounty Hunters get bonuses from Droid Speed enhancements. It does nothing for Droid Engineers.
