If I have Eng IV, and I'm working on becoming a DE, what should I craft in order to become one fastest (also taking into account the time it takes to gather the resources required)?

I used Reinforced Combat Sticks - 84 xp each. Requires wood and steel, both of which are generally very easy to obtain.
