It kind of seems that the way you were talking before the document was handed you today was ENTIRLY different from what was posted.

I don't understand how SOE can't seem to get it through there heads what we want as a profession. I want to make it clear that I am not putting any blame on you for this I am just confused on why such a lack of understanding has happened.

I don't know if you can speak out more about this but this latest Plan has me confused and a little hurt that more time wasn't put into drafting this up better.
