That's not their mantra.
It was an assertion TH made that made absolutely no sense, and was about as valid as the "camps are required to call pets because of EXPOLITS!" thing, or several other incidents like this in the recent past.
There are already skill enhancing droids (medical level 6 gives a 10% bonus to medics), and TH himself has said in that same thread that he's lobbying for "slicer" droids. What, may I ask, could a slicing droid do but give a skill bonus or otherwise enhance slicing? As I said in another thread, would a slicing module just make a "buzz buzz" sound effect when you slice?
This has been an internal battle since beta, it seems. We were promised at the end of beta that when we went live we'd have droids that healed for credits in med centers (for when medics weren't around), and we never got those. It's funny that the current line from TH is that certifications wouldn't work, when it's Raph Koster who suggested them to us in the first place.
In this case, I just don't think TH clearly thought out what he was saying. Since it was the usual hit-and-run, even though dozens of people have had the same concerns I outlined here and though he posted again a few days later he didn't respond, I think we need to give it a few days/weeks until we hear an actual Dev comment on it.

Yes. It was a long and hard decision and the team was divided.
No Droid Commander at this time. We are going to focus on utility modules and Droid Engineer Issues.
Combat Droids will be added at some later date.
So... what's the problem now?
