How do you make a droid and Astomech, and what determines his level

Hmm. Not sure what you need from your first question, but you just craft it with the required components from the schematic you're given when you learn the skill. Astromechs, LE Repair, probots and DZ70 droids are all CL18 regardless of how its configured. Most others are CL1 (I think the BLL is like 5-8, but I don't remember).

I am a master DE but I don't have a schematic for a Astromech droid and the level I refer to is the Pilot cert level

An "astromech" is an R5, R4, R3 or R2. Make sure you have a "Weapon Droid and General Item" crafting tool along with the same private crafting station to see the full list of schematics.
The level is determined by the level of the Data module installed.

LOL.
You are a master and asking these questions?
1) Go read the sticky and actually learn the profession, or
2) Throw your skills into the Sarlacc pit and give up now.

His point still stands though... All the info you need is in the Droid Engineer 101 sticky. I read it over the weekend before starting DE - there's tons of useful information in there.

Exactly how do you make the theoretically highest rated combat modulewhen you don't have a metal that has 1000 CD and 1000 OQ?

I'm quite curious on that too, unless it was a freak assembly (which has happened and I won't discount). With regards to the astro schems not appearing, chances are its 'cause you're not using a private WDG crafting station or a WDG crafting tool.

You use one of the R droids and then you put in a lvl1 data modual for lvl 1 etc...
