I don't currently have Advertising 4 which is needed to program a ad barking droid, but I was wondering if there are a couple of work arounds to this.

1st I was wondering if I could give the droid to someone who has Ad4 and have them program the droid for me then give the droid back to me so I can use it to advertise. Would the droid still be programed?

2nd could I get Ad 4 program the droid with the ad that I want and then drop Ad 4 and have the droid stay prgramed?

If I could I would keep Ad 4 all the time but lets face it skill points are always tight

First off, there's a requirement of ad. 4 for a reason, so I don't think a "workaround" would be entirely legal... As for your ideas, if you have someone else train the droid (or do it yourself then drop the skill) you will not be able to access the menu to "start" the droid after you drop the skill. It will still handout the waypoint to anyone that requests it, but it will not bark.
