YADCS (Yet Another Droid Certification System)
Not to completely abandon my original suggested system but how about this:
This one is completely contained with in DE and should not be as exploitable by power gamers, the main reason is that in order to get close to most powerful droids, you pretty much have to reach MDE. SO here goes my explanation:
Novice DE: Add a Basic Combat Module, installable in any droid (Yes, combat MSEs, the dreaded Blaster strapped to a R2). Damage determined by the quality and optional WS components to bring it close to CL10 damage.
Advanced Droid Production (2xxx): Add an Advanced Combat Module, require blaster parts for WS, One optional slot for special attacks. Stacked ACMs should deliver appropriate levels of damage for the CL level of the droid.
Add +5 levels of droid control
Expert Droid Production (3xxx): Health and Action DOT components
Master Droid Production (4xxx): Mind DOT components (Other specials are possible, but that is for the design team to decide)
Expert Droid Construction (x3xx): +5 CL of Droid control
Expert Droid Refinement (xx3x): +5 CL Droid Control
Advanced Droid Blue Prints: Combat Droid Mark 1 , requires Basic Combat Module or advanced combat module, but only one. No armor. High HAM. Possibly optional Armor components, but never give actual armor, higher quality components result in Higher HAM values.
Expert Droid Blue Prints: ADV Combat Droid Mark 1 , requires Basic Combat Module or advanced combat module. Additional optional combat module slot No armor. High HAM. Require Armor components, but never give actual armon
Combat Droid Mark 2: About the power of the Mark 1 ADV, just fewer components required and no optional slots.
+5 CL of Droid control
Master Droid Blue Prints: ADV Combat Droid Mark 2, you know the drill More powerful than the Mark 2, more required and optional components, etc.
Deflector Module: Requires components from AS Deflector tree
Droideka: Requires a Deflector Module, etc etc etc.
Master DE:
ADV droideka: You know the drill.
ADV droideka: You know the drill.
+5 CL of control
+1 Droid Out
Ok, Here is the analysis, additional levels of control are awarded in each tree at either level 2 or 3. This means that a combat character must spend 44 (2000) skill points to get a CL 15 droid. To get the same level of pet, they only need to go to
Novice CH. THey have to go to DE 2330 to get the same as CH 1000.

The highest level of droid controlable by a DE requires MDE and is CL 30 vs CL50 for Master CH.
This would also allow other crafters for a cost of 11 skill points to get CL 15 droids to help them run harvesters etc.
This to me sounds workable and balanced.
