Are the entertainer effects modules level based by the droid's owner?

I have a playback / effects droid, works fine for me. I have skills up to novice Musician.

I made an R4 droid today with a confetti effects module for someone. Gave it to him, and it didn't work for him. He sent it my way, and I got it working fine, but when I gave it back to him, he said it still wasn't working. He told me he is a novice entertainer...

Are the effects modules only usable by certain level entertainers? Like, I know that the bomb droids can only be used by bounty hunters. Are the same restrictions in place for the entertainer modules too?

you need at least novice musician for the playback modules and novice musician or dancer for the effects modules.

Ah, so entertainers period can't use the droids, they need the elite entertainer classes.
