i've been looking for about 2 days for a droid engineer on tatooinie were r they all?

If you mean a trainer, they are in the "Academy" guild halls in most major cities (the ones with the banners). Just take a right and look in the first door on your left. Can't miss it, got lots of broken droid parts around.

I'm not sure where on Tattoine, but you can find one hanging out behind the Moeina, Naboo Starport as well as in the Crafting Guild hall in the same city.
