I've got that toolbelt. But what is a +3 Droid Experimentation going to do for me? Nothing, unless I have a +7 with it.
I mean, the people that sell these things for astronimcal prices probably didn't work that hard for them. They just got lucky.
as far as spawns are concerned: i have no idea. I've never looted a skill tape. I got my first batch of skill tapes from a customer who purchased a custom order for40 droids (yes 40 droids!). She tipped me with a few skill tapes after the transaction was finished. I then bought a few from some skill tape vendors on my server to get the experimentation points rounded up to +10 because I thought that would be cool. I've since discovered that I don't really need them much so I don't use them anymore and don't look for them anymore either.
I happen to have +20 to experimentation just because I got lucky (a guildie picked up a +9 for 650k, and I got a few similar deals). I can tell you that there's very little that I even get to use 10 points on, let alone 12. Survey droids, droid reconstruction kits, and (I think) stimpack dispensor modules. That's more or less it.
Heck, you could be an acceptable DE with 0 experimentation points, if you had to! A majority of the stuff we stock doesn't involve experimentation at all if you make the level 6 items and such.

At any rate, to answer the question you were asking...
Nobody's saying much because there isn't a steady supply of SEA's anymore. The key places people were getting these things so easily have been nerfed. The only way I know to get SEA's is from high-level MOBs. A brief list includes Nightsisters, Dark Jedi NPCs, Lord Nyax (on rare occasions), and such.
Try some combat forums and I bet you find better results on that question.

My guildmates tend to get a large amount of skilltapes from killing rebel surface marshals. So, join the Benevolent Empire and kill some dirty terrorists.
Actually, any high ranking faction NPC should tend to drop skilltapes and armor seas as well as force crystals - it's just that you have to kill a LOT of them. They don't in any way drop them every time, but figure about every 10 to 15 surface marshals you should get a couple of good drops.
