The most likely explanation for thebehavior you noticed is lag. The droid was not actually hitting that often or moving that fast, the lag just made it appear that way. I mean no offense to you or your system, lag happens to everyone.
My droids attack fairly quickly, about once every 1-2 seconds. I am pretty sure a CL 30 combat droid is attack speed capped, but I have not tested. As for the movement, most R3s are slower than dirt's grandmother and can not keep up with my toon normal running, much less keeping up with a burst run or Jedi force run.

Theoretically,pre-cu and current combat droids, assuming both are maxed should be equal, unless there is some factor we don't know about.
The client / server lag can lend for some odd combat logs, even though you may not be lagging yourself.
Perhaps a doc speed buff?
I will try and get a screenshot from a friend, the second Jedi who fougth him. I didnt think to get a screenshot of my combat logswhile I was watching it saturday morning. But im not even a jedi and that droid bugged me.
Ooh and it couldnt of been a doc speed buff cause the bh took it out and put it away once or twice and that clears any buffs on it. And the bh was not a doc himself. He hada couple more then5 badges and only 2 profs listed under that bh/rifles, Im sure he also had the cm healing tree as well.
