That is the way it should work.
The 'discharges' or 'dispenses' you mention there are like charges on a stim. So each time you use the droid, it loses a charge. So the best you will get is a heal worth 100 at a time.
The modules themselves can be stacked together to give a better request time and a higher number of charges. I can't quite remember the numbers but I think the charges can get to over 150? You used to be able to get them to heal every second, but that was changed with the CU.
These are not in too much demand as you can imagine and so I haven’t made any in a while.
As for being restricted to Stim As, well we're back to the ability Vs Skill Points argument.

Right now the best time we have been able to get was 30 seconds. I really wish these were more usefull.

The other day I decided to make combat toon a new medical droid in the form of a R3 droid. I of course packed with all the goodies I could put in it (although I wont sell them like this) and decided to try out the stim pack dispensor made as well. After experimentation I got it up to 9 discharges, and figured that if i got some 100 health Stim As and loaded them up, then I woud get a shot of 900 health point during combat from 1 use.
Lets try it out, go find the nearest bad guy and punched him in the head. Let him beat me down a bit and then selected /requeststimpack. my health bar doesnt even move. So i try again, I get a message like I cant request stim at this time (timer i guess), so I wait a little and just heal myself with a bacta shot until it will let me request again. The timer runs I guess and I open the character sheet and request another shot. It goes up 100 points. WOW what a great modules for a high level player to put in his or her droid.
My question, is this a bug that only allows 1 shot at a time, or is it supposed to be that way, and if so, what is the point of experimenting on the module to increase the number of dispenses if it will only dispense one stim at a time. Stim As are not worth very much in healing properties unless you are a CL1
Anyone know?
