What is the highest Quality rating that can currently be made on these? I am on bloodfin if the server matters. I am thinking about buying one but want to know what the quality ranges are. Also, about how much can I expect to pay for one...

From the DE-101 guide:

Interplanetary Survey Droid
This is a multi-use item that gives a Novice Artisan the ability to receive information on resources that are present on a different world. Use of this droid requires a tool of the resource type that the droid is sent out to investigate. After the droid performs its duty, it sends out an E-mail that lists all resources that are found to be present. This item does not give stats or concentrations of the listed resources.

The time that the droid takes to complete its survey is based on 3600 - (27 * Quality) in seconds.
Example An ISD with a Quality rating of 40 will produce a list of resources in 42 minutes. 3600 - 1080 {27*40} = 2520 / 60 seconds = 42 minutes.

Quality is of course resource dependant and there is a tradeoff of "quality" vs # of charges dependant on experimentation.

Quality ranges are quite large, as they depend on if the DE experimented on charges or the quality and the resources used. The lowest time I have seen a ISD return is 20 minutes, the highest time was somewhere around 50 minutes to an hour.
