When u buy a power charge or whatever there called off the bazaar or vendor shop.

Does the player that charges up a droid need to be a droid engineer? or can anyone charge they're droid back up with one?

Anyone can use it -- merely keep a droid battery in your inventory and then pick 'recharge droid' off the droid's radial menu. (clicking the battery doesn't help)

Yes. anyone can use them. One thing to watch out for is if the item you purchase is a crate of batteries (a brown cube shape, rather than a black object with red-rings on it). To use the battery, you must remove a battery from the crate first before the droid will take the charge. I've run into quite a few customers that forget this simple thing and send me a tell along the lines of "I just bought a crate of batteries from you but the droid is not recharging. Help!".

Note also that a DE may also have a power droid too, that can do recharges. It looks like a square box on legs. He may offer you free recharges at the time.
