Is there any good in using composite armor segments without the optional protection layers?

I am a master droid engineer and I'm going to learn armorsmith - personal armour 4 so that I can make myself the composite segments but I'm not sure if I will also have to learn the layers 4 skill too.

Could someone please explain what kind of protection an "empty" composite segment offers in comparison to a composite segment with protection layers added?

any enhancement to the composite segments are lost when you make the armor module,

don't worry about it (I did what you talking about to eperiment, and this is what I have found)
