Where can I get these, who makes them and what skill is needed to make them?

Yes armorsmiths, but for an armorsmith to make these he/she will need to have one of the top bubbles filled. I usually look for master armorsmiths on my galaxie.

That said, you will get the same milage out of a lvl4 armor module that you will out of a lvl5 or lvl6 module so I advise you save your money for the time being. That is unless you want to experiment with the lvl5 or lvl6 modules to see if they work if/when they work.
