They can hold modules. Probably not, medics like their looks and get them with a high level medical module and a Food/Chemical Crafting Module. You would be best with a Probot, DZ70, and/or RX droid with modules installed in them. The modules you get will depend on what you are going to use the droid for.

can one droid be both act as a food and chem crafting station and surgical droid at the same time?

Yes, any droid with two or more module slots can have any modules put in them when their built. The type of droid is mainly just for looks. Only power droids (they can recharge other droids) and the combat capable DZ70 and Probot (combat)have inherent functions currently. Also, some droids can converse (talk). However, some modules don't work in some droids. There are a number of bugs in this area. A medical module in any droid gives medics the ability to heal outside a hospital/house/camp (in the field) at a rate equal to the rating of the medical module examples: healing in a hospital = 100%; a droid with a level 5 medical module = 100%. Surgical droids just look apropriate for medics that is why the use them even though other droids cost less.
